Public Listed Companies Transformation (PLCT) Programme
The Public Listed Companies Transformation (PLCT) Programme is a programme aimed at steering Corporate Malaysia to higher performance levels. Spearheaded by Bursa Malaysia, this programme is expected to increase the attractiveness (‘investability’) of listed companies in Malaysia by strengthening the growth narratives of public listed companies (PLCs) across all sizes.
Announced by the Honourable Finance Minister in March 2022, this programme, which runs until 2025 envisions improvement in PLCs’ in numerous areas including building a stronger financial position, enhancing their Board composition, governance, and embedding sustainability practices.
The programme is relevant to all PLCs, regardless of size or sector.
Programme Highlights
The PLCT Programme is designed to allow PLCs to receive best practices and guidance, to drive better engagement with investors and the desired outcomes. The approach is a combination of information sharing (digital guidebooks), engagement and transparency.
Guide Books and Practical how-to tools
Bursa Malaysia will develop and make available five (5) guidebooks throughout 2022 based on the following key pillars:
Each book includes best practices, guidance, case studies and additional useful tools or checklists, to guide PLCs in their reflection, and to help participating PLCs assess how best to adapt and adopt the relevant best practices into their own businesses and operations.
Engagement
Via the PLCT Programme, participating PLCs will be invited to, and can opt-in for various engagement initiatives, online webinars or workshops, or other support by industry champions or corporate leaders, in their transformation journey.
Digital dashboard for transparency
This is a platform that will showcase the progress and updates of participating PLCs’ in the journey throughout the programme. It serves to track participation and outcomes of the programme, and inspire other PLCs to assess or improve their performance. The dashboard will be up towards the end of 2022.
How to participate in the PLCT Programme?
There are two (2) different ways a PLC can be part of this programme.
1. Be a Champion
PLCs who already lead in an area or topic covered under the PLCT Programme can be part of the support ecosystem. You can provide insights and know-how to aspiring PLCs looking to commit and improve themselves through the programme.
2. Participate and Make a Commitment
PLCs looking to strengthen and improve in any areas covered by the PLCT Programme, in the spirit of continuous growth. You are committed to put part of the guidebooks' recommendations into action.
All participants are encouraged to inform the public about their involvement in the PLCT Programme.
Incentives for participating PLCs
PLCs that participate in the programme will be better poised to strengthen their position in Corporate Malaysia in the eyes of investors, as they make commitments to achieve certain goals and objectives that coincide with their own transformational journey.

Data Insights & Information Services
One year access to Dibot’s portal that provides selected Market & Company Related Information, Investor/Custody Related/Fund Flow Information as well as ESG Related Information. Participating PLCs will have access to a range of data insights such as analyst consensus and peer comparison reports among others.
Profiling Services
Utilise Bursa Malaysia’s programs and partners to obtain research support or profiling activities, such as Bursa Broadcast, Bursa Blitz, Investor Relations/Public Relations services, Research Incentive Scheme (RISE), which aims to enhance the visibility of PLCs to potential investors.
Insights Sharing
Access a range of useful sessions hosted by PLCT Programme Champions through webinar, and Q&A on specific topics or best practices covered in the guidebooks.
PLCT Progamme in Summary
A high performing Corporate Malaysia in turn supports a more attractive capital market, brings in more investors (local and global) and contributes to a stronger economy.
The PLCT Programme helps guide listed companies to improve their company’s practices, performance and value.
Companies that undertake business transformations create additional value, which in turn increases attractiveness to shareholders and investors.
A series of 5 digital books in 2022 focusing on topics that address purpose and performance; sustainability; stakeholder management and investor relations; digital enablement; and nation building.
The books are complemented by various tools.
A digital dashboard will be made available to track participating PLCs' progress.
Commencing in 2022, the programme will run through 2025.
